Is Lake Worth's Assistant City Manager overpaid?

A request of public records and the result leaves a few questions regarding the ability of our city to work within the bounds of it's position definition and the reality of the contract agreed to by our city. If you check the job description provided by Human Resources and the contract you may feel the fuzz in the math being used. Note the Job description high & low salary range and the bloated contract amount. Finance would not provide any information stating everything was right there in the documents received.View the documents and make your own conclusion.
First the job description (Click to enlarge):

Next the contract:

It's not wonder that our city is in financial distress. It would be a real awakening If all contracts were reviewed. Calculations come up with around a $50,000. difference in wage only.
Please tell me the calculations are incorrect and it it's not are we really getting what we are paying for?

Provide me with some feedback on this.

Thanks

Thanks for checking this out. I never knew what Laura Hannah made. Obviously this is an excellent salary along with the 40 days off per year, $200 per month for cell phone and other benefits with the City paying 10% or $10,700 into her retirement account each year. I also did not realize that she had a masters degree in public or Business Administration, one of the requirements for this job.
Let's compare her job description to that of the CRA Director.

If I remember correctly, the City dropped the prepositions on the job from Assistant to the C/M to Assistant C/M under Boyer. Not saying the job is not deserving of $107k, but person in job should have all necessary educational background and experience. Seems like the City also needs to update some job descriptions.

Does anyone really know what the Assistant City Manager really does?
Media releases are few and a year old, speaking engagements (never heard of any). Exactly what does this person really do that would warrant $107+ bennies?
